US passes bill to allocate $300 billion for semiconductor manufacturing development

The US House of Representatives narrowly passed a multibillion-dollar bill on Friday aimed at boosting US competitiveness with China and boosting US semiconductor manufacturing.

Among other measures, the 2,900-page America’s Competition Act of 2022 provides for nearly $300 billion in research and development, including $52 billion in grants to subsidize semiconductor manufacturing. It will also provide $45 billion over six years to address supply chain issues that have exacerbated the current chip shortage.

The passage of the bill by the House of Representatives marked the beginning of negotiations with the Senate on a compromise version of the bill, which must pass both houses before it can be sent to the White House for President Joe Biden’s signature.

If passed, the law would be the most comprehensive U.S. attempt to counter China’s technological and industrial dominance. However, observers believe that it is unlikely to be signed in the current iteration, largely due to ideological differences between Democrats and Republicans on how exactly the federal government should position the country to compete with China. However, the parties agree on the main thing – the government should spend more money to support local production of microcircuits.

A recent report generated by the NASA Inspector General’s review indicates that NASA’s spending on the Artemis program will reach $93 billion by 2025, including the $23.8 billion already spent on SLS through 2022.
