“The strategy is to strangle China.” The US is preparing to tighten restrictions on the supply of chips to China
The Biden administration plans next month to expand restrictions on US supplies to China of semiconductors used for artificial intelligence systems and chip manufacturing, Reuters reported.
A senior Commerce Department official declined to comment on the upcoming move, but said, “The strategy is to strangle China, and they’ve found they can do that with chips.”
The Commerce Department intends to publish new rules based on restrictions announced earlier this year in letters to three US companies – KLA Corp, Lam Research Corp and Applied Materials Inc. The letters, which the companies publicly acknowledged, forbade them from exporting chip-making equipment to Chinese factories that make advanced semiconductors with sub-14nm process technology unless the sellers obtained licenses from the Department of Commerce.
In addition, letters were sent to Nvidia Corp and Advanced Micro Devices last month instructing them to suspend shipments of some artificial intelligence computing chips to China unless they receive licenses.
Sources said the rules are likely to include additional measures against China. Restrictions are subject to change and rules posted later than expected. The new rules are believed to potentially apply to companies trying to challenge the dominance of Nvidia and AMD in AI chips.
Intel Corporation and startups like Cerebras Systems are targeting the same advanced computing markets. Intel said it was closely monitoring the situation, while Cerebras declined to comment. Dell Technologies, Hewlett Packard Enterprise, and Super Micro Computer make data center servers containing the Nvidia A100 chip. Dell and HPE said they were monitoring the situation, while Super Micro Computer did not respond to a request for comment.

The smartphone, as befits a Redmi Note flagship, stands out for its combination of characteristics and price. It received a 200-megapixel Samsung ISOCELL HP3 sensor and a wide-angle lens with an F/1.65 aperture and an optical stabilization system.
