China cut off oxygen: ASML ordered American employees to stop serving Chinese customers

Dutch company ASML, the world’s leading semiconductor equipment manufacturer, has ordered US employees to stop serving Chinese customers amid the latest US export restrictions.

A Dutch firm memo states that any U.S. personnel, including U.S. citizens, green card holders, and foreign nationals residing in the U.S., are “prohibited from providing certain services to frontline factories in China.”

ASML employees in the US “should refrain – directly or indirectly – from servicing, shipping, or providing support to any customers in China until further notice, while ASML is actively evaluating which specific chip factories are affected by this restriction.”

The authenticity of the ASML memo, which was circulating on social media, was confirmed by a company representative. ASML is one of the most important players in the semiconductor supply chain as it manufactures the equipment needed to produce the most advanced chips in the world. Headquartered in the Netherlands, the firm is the only company in the world that manufactures extreme ultraviolet lithography equipment used by companies such as TSMC.

Last week, the US government passed sweeping regulations aimed at cutting off China from key chips and semiconductor manufacturing equipment. Under these rules, Americans who support the development or production of certain chips in China, including for military use, require a license to do so.

This rule seems pretty broad, and companies are struggling to figure out what it means in practice. “We are hard at work evaluating the new rules and their impact on ASML,” the company said in a statement.

Meanwhile, the US has also granted exemptions from the new restrictions to some of the largest chipmakers in the world. TSMC has received a one-year license to continue purchasing US chip manufacturing equipment and shipping it to its manufacturing facility in China. South Korean chip makers Samsung and SK Hynix also received a similar one-year break.

As part of the previous flight, Ingenuity also set a record, but not for speed, but for altitude: it rose 20 meters above the surface of the Red Planet.
